Local Engineer Testifies before the U.S. Senate at the Oversight Hearings on Transportation Issues

Tim Stowe, Vice President of Transportation and Planning at Anderson & Associates, on behalf of the American Consulting Engineers Council (ACEC), testified before the United States Senate on the Transportation Equity Act for the 21st century, or TEA-21 on April 29, 1999.  Stowe advocates accelerating and streamlining project delivery to eliminate excess cost, delay, and uncertainty. Currently it sometimes takes twelve years or longer to complete a project. By streamlining the entire effort, the length of completion time could be reduced by thirty percent.  Preserving the integrity of the environment would not be jeopardized in this effort. Doing it right and doing it quickly are not necessarily at odds.  The public’s legitimate need for safety and mobility is a major concern. Forty thousand people lose their lives on highways each year. Faster implementation of transportation projects would reduce congestion on our highways and ensure the safety of the traveling public. The American public could hope to see results of streamlining in a matter of months, rather than years.  Please contact Stowe via phone at (540) 552-5592, or email stowe@andassoc.com if you need more information.

Stowe is currently the Vice Chair of the ACEC transportation committee, which represents the consulting community nationwide in transportation related issues including highways, rail and airports. It also develops and recommends Council positions on legislation, regulations, and other activities involving transportation infrastructure. Stowe headed a subcommittee responsible for molding the group’s position and ideas for the reauthorization of ISTEA (now TEA21), the federal transportation funding and guiding legislation. He participated and testified in the ISTEA Reauthorization Hearing in the US Senate in March of 1997, and testified before the US Senate at the Oversight Hearings on TEA-21 on April 29, 1999.

In 1999, the transportation committee program continues to focus on delivering the highway and transit program enacted last year in TEA-21, especially implementing key provisions like environmental streamlining, advance purchase of right-of-way, design-build, and section 307 audits.

In addition to these positions, Stowe also holds the position as Vice President of the Western Region for the Consulting Engineers Council of Virginia (CECV).
