BCOM Training Benefits A&A's Clients

The success of any organization is
dependent upon the quality of its people. Anderson & Associates values its personnel for their abilities and contributions. For this reason, the firm encourages employees to find opportunities to further their education and expand their expertise. One way is through the Bureau of Capital Outlay Management (BCOM) training.

About once each year, the Bureau of Capital Outlay Management offers training in the application of the Commonwealth of Virginia Construction and Professional Services Manual for Architects/Engineers, otherwise referred to as the CPS Manual. The Manual contains procedure and policy guidelines, which architects and engineers must follow when planning and designing capital outlay projects for state agencies. Several local governments have also adopted the manual for administration of their work.

A&A currently has six Project Managers who have participated in the BCOM training.

A&A Helps Improve Colleges and Universities

During the election held on November 5, citizens in Virginia approved the "Commonwealth of Virginia Educational Facilities Bond Act of 2002." This Act authorized the issuance of more than $900 million to finance the capital projects for educational facilities throughout the Commonwealth.

A&A is helping college students by providing services for projects financed through the Commonwealth of Virginia Educational Facilities Bond of 2002.Many of the projects proposed and funded by the Bond Act include the renovation and construction of educational facilities, providing for libraries, academic space, art and music centers, auditoriums and theaters, medical research, and operations and maintenance. Other improvements include handicap accessibility, utility infrastructure, mechanical systems, fire suppression systems, stormwater management, and access roads.

Anderson & Associates will be working with architects and colleges to assist with the effort to enhance the Commonwealth’s educational facilities for future generations. A&A is well suited to provide surveying and civil engineering for new construction and building additions, as well as design of access roads and parking facilities, stormwater management, master planning using GIS technology, and utility infrastructure. With the added strength of A&A’s registered Landscape Architects, the firm is also capable of providing landscaping design and handicap accessibility.

A&A also has experience in providing unique services to campuses in Virginia, including traffic circulation and safety studies for pedestrians, vehicles, and bicyclists. These projects have taken into consideration bus traffic, rail traffic, and non-campus roadways.

Dick Justice, A&A’s Capital Outlay Engineering Manager, has more than 36 years of experience working directly with the Virginia Capital Outlay program and serving as a Contacting Officer/Assistant Vice Chancellor of the Virginia Community College System. "Virginia’s institutions of higher education directly touch the lives of an unbelievable number of students, both young and old. Beyond this, our colleges and universities make a big difference in the quality of life for all of our citizens," said Dick. "It is rewarding to know that A&A has served an important role in planning and constructing many of the buildings and infrastructure on these campuses. I look forward to being involved in completing the facilities envisioned by the Virginia Higher Education Bonds."
