Successfully Securing Funding
by Valerie Beelman

The communities of Saltville and Allison Gap, Va. were able to improve their existing wastewater systems through comprehensive funding.Contemporary projects encounter all types of hurdles, including funding. To overcome financial obstacles a clear understanding of all available economic development and infrastructure funding programs is necessary.

A prime example of a project that utilized a diverse funding packet is the Saltville and Allison Gap wastewater improvements. Smyth County, the Town of Saltville, the Mount Rogers Planning District Commission, and Anderson & Associates worked together extensively and were able to secure multiple funding sources to contribute to the $8.19 million price tag. These agencies coordinated with Congressman Rick Boucher’s office and secured funding from five agencies: the U.S. Department of Agriculture - Rural Development grants and loans, a Virginia Department of Housing and Community Development grant, a Southeast Rural Community Assistance Project (SE-R/CAP) grant, a Virginia Department of Environmental Quality grant, and a Virginia Tobacco Commission grant. This diverse funding packet enabled the localities to extend service to 255 residential connections without burdening citizens with high rate increases.

Teamwork between clients, planning districts, and funding agencies enables projects to move from planning into design and construction. For more information on available funding resources contact, Chip Worley at 800.763.5596 or Worley@andassoc.com. &
