Term contracts apply only to professional services related to capital projects and are limited to services requiring state licensing, such as architecture, engineering, and surveying. The reason for the limitation of professional services is because procurement of a term contract is not priced for specific tasks, but is based on qualifications, past performance, and other factors. A term contract is most beneficial when the government agency has many small projects arising in regular intervals throughout the year. The agency will use one procurement that covers the entire year, instead of the time-consuming and expensive procurement process for each project. Typically, term contracts are extended at the discretion of the local government for two years. Most term contracts are non-exclusionary. If the firm under contract is not able to do a job, due to size or expertise, the agency can go out on a standard procurement for the needed services. This element of the term contract, along with the cancellation clause, makes it a "no risk" situation for local governments. Anderson & Associates has numerous term contracts. A&A is working with Sam Snead Course Design and Golf Management on delivering the Sam Snead Virginia Golf Trail - 18-20 new or redesigned championship golf courses throughout the Commonwealth. The Trails mission is to provide world-class golf opportunities that are reasonably priced with five-star Virginia hospitality and service. Each course will have a full-service practice facility, and select sites will feature a Sam Snead Golf Academy. Golfers and guests will have access to premier dining in the arch-itecture of the southern style clubhouses.The Sam Snead Golf Trail is a unique and innovative project for the golf industry. The Trail will be owned by Grow the Game Foundation, a non-profit organization chartered to promote the game of golf. The Foundation will support programs to provide free golf lessons to children who can not afford to play. Land provided for the Trail golf courses is donated through the Foundation, allowing tax benefits for those seeking to donate large parcels of property. The Trail is anticipated to bring an average of 30,000 new visitors a year to each course. Alabamas golf trail has drawn hundreds of thousands of tourists to the state and generated millions of dollars in revenue. In fact, the State of Alabama reported an increase of 90 percent in state lodging revenues, and one county reported a thirty-fold increase in monthly revenues resulting from the start-up of a course there. A&A is providing land planning, site engineering, and environmental services for the Sam Snead Virginia Golf Trail. These services include grading, drainage, stormwater management, irrigation impoundment, erosion and sediment control, and site planning for the golf courses, clubhouses, and surrounding developments. "The best golf course routing means very little if it cant be implemented through a solid set of engineer-ing plans," explains Brad Stipes, A&A Associate Vice President. "Each of these course designs is a work of art a golf masterpiece and our role is delivering these products in a practical, effective, and environmentally responsive fashion. We work closely with the course architect to honor the natural environs of each site and in seeking the least disruptive approach to realize the facility." Phase One of the Sam Snead Golf Trail , which includes six to eight golf courses, is scheduled for completion by 2002. Trail golf courses are presently either under construction or in final planning stages in Amherst, Southside Virginia, Alleghany Highlands, Richmond, and the lower Shenandoah Valley.
