When Frank Moore talks about his
accomplishments in Kingsport, Tenn., he is careful
to say "we." As city purchasing and contracts manager, Frank has been advocating
a team approach for 25 years.
Although he began as a one-man department
charged with centralizing purchasing, contracts, grants, and fleet management functions
back in 1976, Frank has acquired three assistants and a host of colleagues in the city
engineering, finance, and legal departments with whom he shares credit for the citys
efficient management of projects. These projects range from the construction of a major
hotel/convention center/golf course complex to the upgrade of the sewer system. "We
know what each other is doing, and were all pulling together," he says.
