Making the "We" Approach Work in Kingsport, Tenn.

When Frank Moore talks about his accomplishments in Kingsport, Tenn., he is careful to say "we." As city purchasing and contracts manager, Frank has been advocating a team approach for 25 years.

Although he began as a one-man department charged with centralizing purchasing, contracts, grants, and fleet management functions back in 1976, Frank has acquired three assistants and a host of colleagues in the city engineering, finance, and legal departments with whom he shares credit for the city’s efficient management of projects. These projects range from the construction of a major hotel/convention center/golf course complex to the upgrade of the sewer system. "We know what each other is doing, and we’re all pulling together," he says.
