New Stormwater Regulations Enacted
Adhering to Phase II requirements will require many changes, each with its own set of specifications. For instance, Phase II municipalities must now develop Best Management Practices for addressing stormwater, and this entails meeting four minimum requirements. Municipalities must specify six minimum control measures, identify quantifiable goals for these measures, show an implementation schedule, and define who is responsible for implementation. Each of these four requirements further includes stipulations about appropriate ways to comply. "A&A can help municipalities define their Best Management Practices," said Duane Mann, Blacksburg Project Manager. "For example, cleaning the street can be a measurable activity for stormwater management, if they show how many times per month it will be cleaned, and who will oversee it." The key is knowing what decisions and practices do or do not meet the criteria defined. A&A can also help municipalities determine whether or not they are exempt from the new requirements or present case studies on the pros and cons of various funding scenarios for those who arent. "Municipalities must develop a stormwater sewer system map that shows all outfalls and the locations and names of all the waters in the U.S." said Mann. "A lot of these cities may not have detailed maps of those storm sewer systems, and thats where A&A would come in."
