We're
Building America's Highways

I recently represented the American
Consulting Engineers Council at a roundtable session on the environmental streamlining
reforms in the Transportation Equity
Act for the 21st Century (TEA-21). The October 9th session, held in Washington, DC,
was hosted by the Federal Highway Administration (FHWA).
The meeting brought together many of the national stakeholders in transportation policy to
discuss what steps FHWA should take to ensure that its new rules and regulations for
TEA-21 follow the intent of Congress. In addition to a strong voice from the consulting
engineering community, participants included state DOT representatives,environmental
advocates, and transit officials. After a lively discussion of how best to implement
TEA-21s new requirements for coordinated environmental reviews, the participants
turned to a number of related issues of concern to ACEC member firms, including major
investment study integration, single-firm selection for environmental and design work, and
design-build contracting.
The FHWA will be continuing to hold future round table discussions to obtain ideas and
input for the development of rules and regulations pertaining to the implementation of

How do you spell TOROIDAL?
The A&A Blacksburg Spelling Bee team placed an impressive 5th overall in the annual
Rotary Spelling Bee. The Bee is held each September to raise money for local literacy
programs. A&A Chief Operations Officer, Chip Worley, is heavily involved in
coordinating this event for the local club each year. The 1998 spelling team, pictured
left to right, includes Dan Waddill, Paula Moore, and Kelly Chapman.
A&A welcomes Daniel Powell, new Geographic Information Systems
Project Manager, to the Richmond
office. Powell obtained a double major in Geography/History from Virginia Tech, and was employed for 11 years by a
telecommunications facility management firm in Richmond. He decided to join the A&A
team primarily because he was impressed with the use of technological advancements in the
GIS realm.
Powell has been interested in GIS for a while and knew GIS was in his future. "I had
a talented Geography teacher in the 9th grade who made the class very interesting. I have
known since then that this is what I wanted to do," says Powell. "I intend to
use my experience to address the GIS needs of, organizations, especially, county
governments surrounding Richmond."
Powell was born in Heidelberg, Germany, raised in Halifax, Virginia, and presently lives in
Powhatan County. He and his wife Katina are expecting their first child in mid-December.

Camille Chapman has recently been named
as A&A's Webmaster. Chapmans primary responsibilities include the A&A
Internet and Intranet sites, as well as web development related projects for clients. This
position will be managed under the Creative
Services Team which will merge the skills and responsibilities for web development under one team. Chapman was

Barbara Huffman has recently been promoted to Marketing Coordinator at the Middletown office of Anderson
& Associates, Inc. Huffman was previously an administrative assistant in the
Middletown office. Huffman, a native of Tazewell, Virginia, began with A&A in
October 1997, and resides in Stephens City, Virginia. She is a member of the Virginia Economic Developers Association, the
Education Task Force and the Hunt Club through the Winchester-Frederick County Chamber
of Commerce, and serves on various committees under the Lutheran Church Womens Group at
